BCBSD and Highmark Inc. Affiliation

Sixteen months after Blue Cross Blue Shield of Delaware (BCBSD) first announced a proposed affiliation with Highmark Inc. (Highmark), it has been approved by Delaware Insurance Commissioner Karen Weldin Stewart.
